House rules

§ 1 Scope of the house rules

The house rules apply to entering the “Offener Prozess – Ein Dokumentationszentrum zum NSU-Komplex in Sachsen” (exhibition space with guided tours, workshops and events)
including the paths to the documentation center, including the entrance area, checkroom, sanitary areas,
welcome area, archive and entrances and exits as well as the art installations going into the public area (there up to 2.00 meters in front of the building), in the following this house right area is called

§ 2 Domestic authority

(1) The domiciliary rights are incumbent on us: Offener Prozess gGmbH

(2) The security and security service employed by us is entitled to exercise and enforce domiciliary rights on our behalf, in particular to carry out checks in accordance with these house rules or to enforce expulsion and removal from the documentation center in accordance with these
house rules or the statutory provisions.

§ 3 Admission of persons

(1) Admission is only granted to persons who enter the Documentation Center for a peaceful and appropriate visit or for the purpose of participating in the operation of the Documentation Center (e.g. contracted service providers, etc.). In all these cases, these house rules refer to the persons in a gender-neutral manner and for better readability hereinafter as “person”.

(2) If an event/guided tour or similar requires admission authorization (e.g. admission ticket), admission will only be granted on presentation of a valid original document. Admission tickets are validated upon admission.

(3) Minors under the age of 14 must be accompanied by a parent or guardian.

(4) The person consents to their clothing and any bags and containers they have brought with them being checked at the entrance for security reasons and to ensure compliance with these house rules.
(5) Admission may be refused if

a) the person does not have a valid admission authorization, but one is required for the event to be entered,

b) the person refuses or is unable to produce identification documents in the event of an age check, or

c) the person refuses to allow their clothing, utensils or containers to be checked,

d) the person is recognizably under the influence of alcohol, drugs or other intoxicating substances,

e) the person is carrying legally prohibited objects or objects prohibited under § 5 of the house rules,

f) the person is banned from the premises,

g) the person intends to disrupt the orderly procedure, to use violence or to incite violence, or there is concern due to their appearance that they could disrupt the procedure, use violence or incite violence.

h) the person attracts attention in advance by making racist, inhuman, xenophobic, anti-Semitic, extremist, militaristic or sexual statements in words, images or behavior, or such a statement is intended by the person or there is concern that such a statement could be made due to the person’s appearance, or

i) the person otherwise intends to violate the house rules or there is concern that he/she might violate the house rules due to his/her appearance.

§ 4 Stay in the documentation center

(1) If an admission ticket is required as access authorization, the person must carry the admission ticket with them after admission and present it or any other access authorization issued to them at any time upon request. Other persons with access authorization must carry their access authorization
with them and present it at any time upon request.

(2) Everyone must behave in such a way that we, other persons and third parties are not harmed, endangered or harassed.

(3) The instructions of the operator of the venue and the documentation center, of us and the commissioned security and public order service as well as the local emergency and rescue services of the police, public order authorities and fire department must be followed at all times.

(4) Fire protection facilities and safety equipment may not be obstructed, blocked, covered or otherwise impaired or misused, not even temporarily.

(5) It is forbidden for any person to enter the Documentation Center,

a) disrupt the purpose of the Documentation Center and, if applicable, the course of an event,
b) to smoke in the building,
c) endangering other people (e.g. through crowd surfing, circle of death, pogo dancing or similar),
d) to prevent other persons from entering or visiting the Documentation Center undisturbed or to interfere with this,
e) to light fires, set off fireworks or pyrotechnic objects,
f) to smear, damage or remove equipment and facilities,
g) throw objects or liquids of any kind,
h) to open emergency exits if these are not recognizably used officially as an entrance or exit for the documentation center,
i) to bypass barriers or to enter areas that are clearly not accessible to visitors,
j) to contaminate the documentation center,
k) to relieve themselves outside the toilet facilities,
l) to engage in advertising of any kind or to distribute flyers or other materials, unless this has been expressly permitted by us to the organizer in writing (e.g. by e-mail),
m) to distribute, display or sell drinks, food, souvenirs, clothing, promotional items, fan articles and/or other goods and objects without authorization,
(n) to make audio, photo, film, or video recordings without prior consent,
o) Religious or political content of any kind, insofar as it does not correspond to the purpose of the documentation center or the respective event attended and is disseminated to an appropriate extent (e.g. in the context of a discussion event) and does not have an intimidating, proselytizing or harassing effect.
p) to express, display or disseminate
inhuman, racist, xenophobic, anti-Semitic, extremist, violence-glorifying, propagandistic, obscenely offensive or insulting slogans or content, or slogans or content that offend common decency,
q) to display and use national socialist slogans (§ 86a StGB),
r) to carry out or assist in or incite criminal, disorderly or generally disapproved acts,
s) to carry, use or bring objects in accordance with § 5 of these house rules. Any doubts regarding the permissibility of behavior shall be borne by the person acting, expressing, displaying or disseminating such behavior. The Federal Office for the Protection of the Constitution’s list of prohibited signs and symbols serves as a guide to prohibited signs and symbols.

(6) We may extend the catalog of prohibitions at any time if this can and must prevent, reduce or eliminate danger to life and limb.

(7) It is also a violation of the house rules if a person incites or assists other persons to behave in a prohibited manner.

(8) In the event of a violation, we may expel the person concerned from the Documentation Center. In this case, the person is not entitled to re-admission. Our right to claim damages remains unaffected.

(9) A violation may result in both civil and criminal penalties.

§ 5 Prohibited objects

(1) It is prohibited for any person to carry, bring and/or use the following items in the Documentation Center:

a) Weapons of all kinds (exception: police forces or previously authorized personal protection),

b) Passive armament, protective weapons or protective clothing or objects that are suitable as such (e.g. quartz gloves, protectors),

c) objects that can be used in a similar way to a weapon or a dangerous projectile and do not obviously and exclusively serve another, peaceful purpose,

d) Drugs, narcotics (including those legalized by law), knock-out drops and legal highs, unless a medical document confirms beyond doubt the necessity of carrying and using them,

e) Irritant gas, pepper spray, animal repellent spray and the like,

f) Spray cans, bottles or containers for/with flammable, coloring or corrosive substances,

g) Laser pointer,

h) corrosive or highly flammable substances (exception: scented sprays or deodorants in ordinary small packs),

i) Fireworks, sparklers, pyrotechnic material, flares, smoke candles, smoke bombs, Bengal fires or other pyrotechnic effects,

j) poles or sticks, unless obviously required as an aid in the event of a mobility impairment,

k) bulky items, unless expressly authorized by us,

l) individual or uniform (e.g. of the same type) or uniform-like clothing or other items that are intended to be used for announcements or advertising not permitted under the house rules, unless expressly permitted by the organizer beforehand (in this case, the advertiser must present the written consent of the organizer),

m) Advertising material of any kind, in particular flyers, unless expressly permitted by the organizer (in this case, the advertiser must present the written consent of the organizer),

n) political or religious objects for commercial use (unless they serve as typical items of clothing of the respective religion) of all kinds, including banners, signs, symbols and flyers; political and religious objects etc. in the above sense are meant, unless they correspond to the purpose of the documentation center or the respective event visited and are distributed to a reasonable extent (e.g. in the context of a discussion event) and do not have an intimidating, proselytizing or harassing effect,

o) racist, extremist, xenophobic, anti-Semitic or military propaganda material, signs, symbols, uniforms, signets, etc., in particular those of parties or associations declared unconstitutional or otherwise banned; any doubts about the admissibility of items carried shall be borne by the person carrying them,

p) Masks (e.g. balaclavas) and motorcycle helmets,

q) electrical or other devices that can emit sounds, noise, music or odors that go beyond normal use (e.g. a cell phone would be permitted),

r) Film cameras and recording equipment that go beyond standard cell phone cameras or small, portable cameras; filming permits must be requested in advance from the Documentation Center’s communications office,

s) drinks of any kind, unless the visitor is dependent on them for health reasons or as medically indicated; the visitor must provide evidence of the exception.

t) food that goes beyond normal and private use,

u) Bottles, jars, cans, plastic canisters and/or other drinking containers,

v) Chairs, seats and seating (e.g. polystyrene cubes),

w) Drones and other unmanned aerial vehicles,

x) animals of any type and size, unless they are clearly guide or assistance dogs, and

y) Bags, suitcases and containers of all kinds that are larger than usual (e.g. handbags, smaller backpacks, etc.) as measured during a visit to a documentation center.) Larger containers can be stored in the outside area in rental lockers, provided these are free. Exceptions for school groups: pupils in such groups may take their bags etc. through the entrance controls into the anterooms/foyers, where they (must) be stowed.

z) other objects that are suitable and usually intended to disrupt the proper functioning of the Documentation Center or an event or cause damage. Permitted objects can be requested from us in advance. Any doubts about the permissibility of objects shall be borne by the person carrying, using or bringing them.

(2) We reserve the right to exclude individual items on site for safety reasons.

(3) Prohibited objects will not be taken into custody by us; they may not be deposited or hidden in garbage cans, trees, bushes etc.

§ 6 Records

We may also take photos and videos of
visitors during the operation of the documentation center
or an event. Please refer to the data protection information in relation to
photo and video recordings.
